The Consortium Project “Civil Society Organizations (CSOs) & Policy Dialogue” is a three years programme funded by the Austrian Development Agency (ADA) with the aim to “Further strengthen capacities of East African CSOs regarding their policy dialogue engagement“.

Its second phase from January, 1st 2017 until December, 31st 2019 succeeded the pilot phase that lasted from December, 1st2014 until November, 30th 2016. A Consortium of five Austrian NGOs – HORIZONT3000, CARE Austria, CARITAS Austria, SOS Children Villages and Austrian Red Cross – together with their local Partner Organisations in Kenya, Uganda, Tanzania and Rwanda are carrying out the project headed by HORIZONT3000.

In 2019, we carried out an external evaluation of the programme and we would like to let you know how we performed.

The evaluation’s findings reveal that the project is on the right path towards its objectives. Good progress has been made and significant gains can be highlighted. The criteria for the evaluation were:

• Relevance
• Effectiveness
• Efficiency
• Impact
• Sustainability
